What Overview and Scrutiny is not
From the above, it follows that Overview and Scrutiny bodies should not as a general rule:-
- involve themselves in relatively minor matters or individual cases where there are other processes which can handle these more effectively (usually at officer level in the first instance);
- seek to duplicate work which has already been commissioned;
- be used as an opportunity to argue over issues which are of an overtly party political nature which can be dealt with more appropriately through formal debates at meetings of the full County Council.
