- carries out the Council's executive role (exceptions are matters covered by regulatory bodies and powers delegated to Chief Officers)
- meets in public to take decisions
- advises the County Council on matters of major policy
- leads on Best Value
- is the focus for partnerships with other bodies
- can refer business to the County Council
- receives written submissions from local members
