Consultation is about two way communication and we feel that it's very important that you are able to see what has happened as a result of you having your say. Budget Proposals 2010/11–2013/14 Consultation

Proposals to meet spending pressures, tackle a £66 million funding gap over four years and freeze Council Tax were unveiled by Leicestershire County Council (following public consultation on spending priorities at the end of 2009).  Results of the consultation and further information can be found by viewing the Budget Consultation 2010/11 web page.

Consultation on Leicestershire County Council Spending and Council Tax 2010/11

We consulted on Leicestershire County Council spending and Council Tax. Record levels of Government borrowing mean that public spending will have to reduce. Over the next four years it is likely that the County Council will need to make savings of around £70 million – approximately 25% of its budget (excluding schools). Over the coming years we will be faced with some very hard choices about services. We asked your views on how to tackle this issue.
The online form asked which services we should reduce, which we should protect and whether you agree with our proposals on council tax.  Your help is much appreciated. Charges for Non-Residential Care Services

We consulted to determine the views of the public, residents in receipt of non-residential care services and carers about the charging policy for Non-Residential care services. We are reviewing the policy and would like your views.
Consultation period: August 2009 to 30 October 2009.

Transforming learning in Loughborough, Quorn and Barrow upon Soar

Draft Sustainable Community Strategy

The Draft Sustainable Community Strategy has now been published for public Consultation. The strategy will set high level priorities for the Leicestershire Together Partnership to tackle in the County over the next 5 years. The strategy will be delivered through the new Leicestershire Local Area Agreement, which will begin in June 2008.
Consultation Period: 12th November 2007 to 16th January 2008

Who got involved: This was a public consultation so any member of the public could respond, either individually or on behalf of a group/partnership.
Results: When results of the consultation have been finalised they will be available from the Leicestershire Together website where the strategy can also be viewed.

Council Tax and Services 2008/9

People had their say on the County Council’s latest proposals to reduce tax rises, save cash and invest in services. Leicestershire County Council is consulting the public on its draft spending plans, after they were discussed by the ruling Cabinet.
The proposals included:
  • A 3.9 per cent Council Tax increase in April, reducing to 3.5 per cent for each of the next two years
  • A £31.6 million investment in services, including £11.8 million for Adult Social Care and £12 million to deal with waste
  • An average increase of 4.3 per cent per year in school funding, starting at £326.7 million in April and rising to £350.5 million by 2010/11
  • Efficiency savings of £21 million
  • Other savings of £2.8 million
  • A £248 million investment in capital schemes, including new or refurbished schools for Melton and the Vale of Belvoir, an earlier start to park and ride at Enderby, modernising recycling and household waste sites at Sileby, Lount and Kibworth and new libraries
Consultation Period: 11th January 08 to 6th February 08

Results: A total of 651 people responded to the consultation and 535 either agreed or strongly agreed with the question “we plan to keep down Council tax increases, yet invest in priority services, but minimise service reductions, by making even more efficiency savings. Do you agree with this approach?”

Consultation On School Admission Arrangements For 2009/10

Consultation on the admission policy was carried out between November 2007 To End Of February 2008. Comments on the Local Authority’s admissions policy were welcome,d as well as on the matters outlined on the Consultation On School Admission Arrangements For 2009/10 web page. If agreed, proposed changes will have effect for admissions from September 2009.

Melton Mowbray and the Vale of Belvoir School Catchment Areas Reorganisation

In March 2007 the County Council agreed proposals to change the organisation of the schools in Melton Mowbray and the Vale of Belvoir.
Work is now well underway to enable these exciting changes to happen, and considerable progress has been made by your local schools, working together in partnership to lay the foundations for the future.
Your views are important to us, and the County Council will not make a decision on change until we have heard what you think.  You were able to view further information and to have your say please view the Melton Mowbray and the Vale of Belvoir Reorganisation web page.
Consultation Period: Now until Friday 29th February 2008
Who got involved: Open to everyone
Results: All views and opinions will be taken into account. The responses to the consultation will be presented to the County Council Cabinet on 8th April 2008, to enable a decision on the way forward to be taken. Any decision taken will need to be endorsed by the governing body of the Long Field School. The decision taken will be communicated to schools and published on the Melton Mowbray and the Vale of Belvoir Reorganisation website in due course.

Health and Care services - Have Your Say

Leicestershire County Council is setting up a Local Involvement Network. The aim of the Network (a LINk) is to make sure that people's views are an essential part of the planning process for services in Leicestershire and to give members of a LINk the opportunity to influence and monitor services.
We want as many people as possible to take part in the new LINk and we would like you to be involved in planning how the Network will be set up and operate.
We arranged two conferences to explain and discuss what a LINk is. They were held on 29 February at Oadby Racecourse and 7 March at the Imago Conference Centre, Loughborough University.
Consultation Period: Two events: 29 February 08 at Oadby Racecourse and 7 March 08 at the Imago Conference Centre, Loughborough University.

Results: As the conferences were a means to provide information about links there are no results that can be obtained. You can view further information and also apply to join the LINK by viewing the LINKs web page.

Childcare Assessment Results – Have Your Say

  • 85% of parents say their childrens needs are being met.
  • 85% are happy to pay the average cost
  • Two-thirds of parents travel less than a mile to their children
  • Most are happy with the opening hours, location and quality of childcare.
Do you agree?  You were given chance to have your say on childcare up until 31st March 2008.
The Childcare Assessment is an in-depth survey of childcare needs in Leicestershire. The draft summary and full report are available to download from the Early Learning and Childcare web page.
We consulted with parents, providers and other stakeholders to ensure that the final report is as accurate as possible. The final report will be published on 31st March 2008.

Draft Carers’ Strategy 2008-11

We asked for people’s views on the proposed Draft Carers' Strategy.
Consultation Period: 18th January 2008 to 18th April 2008
Who got involved: Open to everyone
Results: There were 70 responses of which 74% were from carers. The remaining 26% were made up of respondents not identified, Leicester County and Rutland Primary Care Trust, District Councils, Voluntary Sector carers’ organisations, Domiciliary Care Provider and staff from within the County Council.
Key messages: most respondents felt the Vision was correct, that the Council and its partner agencies support carers well and that the Delivery Action Plan adequately addressed the priorities of carers. There were some request for additions to the Plan mainly around better support from GPs and other health staff, training for frontline staff and more partnership working in particular with District Councils to improve outcomes for carers. These messages will be considered in the preparation of the final version of the Carers’ Strategy 2008-2011.
The County Council’s Cabinet will in the next couple of weeks be asked to agree the final Strategy for a public launch in June 2008.

Draft Equality and Diversity Strategy - Have Your Say

The Council is committed to the promotion of equality and elimination of discrimination on the grounds of race, disability, gender, age, sexual orientation and religion or belief and to meeting its legislative duties. This strategy incorporates the requirement to produce a Race Equality Scheme and makes reference to our Disability and Gender Equality Schemes, which will be integrated into this Strategy as part of their review.  
The most important aspect in the development of this Strategy is to involve the diverse community of Leicestershire. Results: The final strategy will be published in July 2008 once your comments have been taken on board. The consultation period ended on 9th June but as the Strategy is a living document we will continue to accept your comments after this date and will feed them into the strategy at the next available opportunity. Local Green Space - Have Your Say

Views were sought  on local parks and green spaces and how they could be improved.
A survey took place until June 16th. Views were given at the ‘Wildlife on your Doorstep’ event at Watermead Country Park on May 26th or online by viewing the Stepping Stones web page. Everyone who completed a survey and gave their name and address was entered into the prize draw to win £50 worth of National Garden Centre Vouchers.
The Stepping Stones Project is a partnership that aims to influence and champion quality green space in the area surrounding Leicester.

Leicestershire Voluntary and Community Sector Infrastructure - Have Your Say

Leicestershire County Council is changing the way support is provided to Voluntary Sector organisations.  It is to appoint a new Countywide Infrastructure Organisation (CIO) to provide support to the sector.  Views were sought from Voluntary and Community Sector (VCS) groups on the broad outcomes this organisation will be expected to deliver in terms of the support it will give to the VCS.
Consultation Period: 06 May 2008 – 29 July 2008
Who got involved: Voluntary and Community Groups working in Leicestershire
Results: Groups that responded showed support for the proposed outcomes on the whole.  A feedback report has been produced.  As a result of the consultation, the proposed outcomes have been revised to take account of the consultation feedback.  The Tender for the CIO is with potential bidders and it is hoped that an organisation will be appointed in November, to start operating in April 2009.  To view the feedback from the consultation please click on the link below:

Developing Community Health Services

Leicestershire County and Rutland PCT ran a public consultation on the future of their community health services, including community hospitals.  This gave local people opportunity to have their say on issues around health services that affect them. Review of Day Services for Disabled People in Charnwood

Have Your Say about Policy for Temporary Gating of Alleyways

A consultation involving a questionnaire was undertaken to help us develop a policy to deal with the temporary gating of alleyways, using a procedure known as a Gating Order. Gating Orders are intended to address crime and anti-social behaviour by gating off alleyways with persistent problems.
We were interested to hear from you on the following issues:
  • When temporary gating should be considered
  • The factors that should influence a decision to introduce a particular scheme
  • Whether gates should be locked 24 hours a day or only at certain times
  • Arrangements for locking/unlocking
  • How schemes should be funded

Results:
The results of this consultation were considered by a Scrutiny Review Panel. The Panel’s report was considered by the County Council’s Cabinet on 10th March 2009 and adopted as the basis for policy on the use of gating orders.

Leicestershire ‘Place Survey’ - Thousands asked for views on improving County

A wide-ranging survey was sent to thousands of homes across Leicestershire this autumn to find out how to make the County a better place to live. It was carried out jointly by Leicestershire County Council and the District Councils on behalf of Leicestershire Together and the district Local Strategic Partnerships. Questionnaires were posted to households in September
Consultation Period: 29th September to 19th December 2008
Who got involved: Leicestershire residents who have been selected at random took part.
Results: The headline results from the Leicestershire surveys (together with the results for all local authorities nationally) were originally scheduled to me made available by the Audit Commission and the Department for Communities and Local Government (CLG) in March 2009. However, this timetable was considerably delayed in order to allow the CLG and Audit Commission to complete detailed quality assurance work on the methodology prescribed nationally. This process was required as a result of new government guidance being released on standards for official statistics.
The CLG and Audit Commission are now beginning the process of disseminating the findings. Charnwood Forest Regional Park Draft Vision Statement

The Draft East Midlands Regional Plan recognises the need for measures to protect and enhance the particular character of Charnwood Forest through a Regional Park initiative. The County Council in partnership with Charnwood Borough Council, Hinckley and Bosworth Borough Council, North West Leicestershire District Council, Natural England, GOEM, EMRA and the National Forest has produced a vision for how such a scheme could work and a map showing the park’s proposed boundaries.
Having regional park status would enable the County Council and its partners to :
  • Work together to attract investment
  • Protect the features that give the forest its unique character, such as drystone walls and rocky outcrops
  • Promote public access within the area
  • Encourage walking and cycling and use of public transport

Consultation on the future community use of St. Hardulph’s School and Community Centre

Leicestershire County Council carried out a consultation exercise on the use of facilities at St. Hardulph’s Church of England Primary School at Breedon on the Hill by the community, and the Community Association, and on the way that use should be organised. The County Council intends to make a decision on the use of the facilities in the light of the views expressed by people in response to this consultation.

Pennbury Eco Town Proposal

Councillors on Leicestershire's ruling Cabinet have voted to object to the Co-operative Group's proposed eco-town, Pennbury. We gave you the opportunity to have your say on whether you agreed with the Council's decison or not.  
Nick Rushton, the Council's Deputy Leader, said: "We are objecting to Pennbury because it's in the wrong location, we don't have all the key facts and we have major concerns about the impact on transport, regeneration and the economy."
Pennbury is one of 15 eco-town plans shortlisted by the Government, of which up to 10 may be given the go-ahead.
At its meeting today (February 10), the Cabinet voted to:
• Object strongly to the eco-town process, as it has not followed a plan-led approach and has not properly considered alternatives
• Object to the proposals for an eco-town at Pennbury, due to a series of concerns, including the lack of an economic strategy.

Care and Support services for people with Asperger Syndrome

We consulted to determine the views of local people with Aspergers and their carers about the support and services they receive.

Minorca former colliery site, near Measham - Planning application -

We consulted on a planning application which has recently been received from UK Coal Ltd. for a surface mine at the Minorca site.
A public meeting took place in the St. Laurence Church Hall in Measham on Thursday 17 September. The purpose of the meeting was for County Council officers to explain the proposals and to listen to any comments that people had.
