Proposed Pre-Examination-in-Public Changes


Introduction

Leicestershire, Leicester and Rutland Structure Plan 1996-2016 was placed on deposit on 22nd May 2000. A period of six weeks was allowed for objections to and representations of support on the Plan to be made by individuals and other interested parties. A total of 283 responses containing 2369 individual representations were made.
Copies of the original representations submitted are available for inspection at the offices of the Three Councils.
The policies which raised a significant number of responses include:
  • Strategy Policy 2 – Location of Development;
  • Strategy Policy 4 – Strategic Greenfield Sites;
  • Strategy Policy 9 – Development in the Countryside;
  • Strategy Policy 17 – Junction 23a/24/24a Area;
  • Accessibility and Transport Policy 5 – Development of Rail Passenger Services – in relation to the Ivanhoe rail line;
  • Accessibility and Transport Policy 10 – Road Improvements and Management of Traffic/Accessibility and Transport 11 – in relation to new roads and by-passes;
  • Housing Policy 1 – Quantity of Housing Land;
  • Housing Policy 2 – New Allocation of Greenfield Land – in relation to urban capacity
  • Housing Policy 4 – Affordable Housing;
  • Employment Policy 1 – Quantity of Employment Land;
  • Employment Policy 2 – Strategic Employment Sites – in relation to the amount and location
An analysis of the main issues arising was undertaken and as a consequence a number of Pre-EIP Changes were proposed. These changes are considered to involve significant amendments to the policy which alter the meaning or format of the policy. Further changes to the Plan will be proposed following the Examination-in-Public (EIP) and publication of the Panel’s Report. Policy changes will require commensurate changes to be made to the Explanatory Memorandum. Explanatory Memorandum changes including those relating to policy changes will be published when the Plan is formally adopted.
Pre-EIP Changes have taken into account:
  • representations made on the Deposit Draft Structure Plan;
  • the outcomes of discussions with a number of organisations submitting comments on the Deposit Draft Structure Plan , including the seven Leicestershire District Councils;
  • the Examination Draft Regional Planning Guidance and RPG Panel Report;
  • recent Government guidance and policy statements including the Urban and Rural White Papers; and
  • other new information.

Format of the Proposed Pre-EIP Changes

A template is set out for each policy proposed as Pre-EIP change. The template sets out:
Summary of Issues – a summary of the main issues raised by representations submitted to the Three Councils in relation to the policy.
Reasoned Response – the response of the Three Councils to the issues raised by representations, giving an indication of the changes proposed.
Proposed Policy Action – sets out the revised wording of the Proposed Pre-EIP Change.
List of Respondents – lists all the respondents who made a submission in relation to this policy.

Summary of Proposed Pre-EIP Changes

The following policies are proposed to be changed:
New Policy – Strategy Policy 19 – Strategic River Corridors
The Pre-EIP Changes and the representations received in relation to them will be taken into account by the EIP Panel at the examination and when drafting its Report.
