Introduction
The
Panel Report has been prepared by the Examination in Public (EIP) Panel. The Panel consisted of the

report takes consideration of all submisions and evidence, and conclusions are reached and recommendations
made. The Report gives reasons for each recommendation. The Report is an assessment of the selective
matters in the light of the discussion at the (EIP); it does not address the detailed objections made
to the plan.
