The Vice Lord-Lieutenant

The Lord-Lieutenant, with Her Majesty The Queen’s approval, may appoint a Deputy Lieutenant to be the Vice Lord-Lieutenant.  The Vice Lord-Lieutenant may be given such duties as the Lord-Lieutenant may from time to time decide.  The Vice Lord-Lieutenant also stands in the place of the Lord-Lieutenant when the Lord-Lieutenant is absent, sick or otherwise unable to act.  The Lord-Lieutenant submits the nomination for Vice Lord-Lieutenant to the Prime Minister who seeks the approval of Her Majesty.  The Lord-Lieutenant then issues a commission for the appointment of the Vice Lord-Lieutenant.  This appointment does not lapse with the demise or retirement of the Lord-Lieutenant who made the appointment, but does lapse on the appointment of the new Lord-Lieutenant.  This provision means that the Vice Lord-Lieutenant is able to stand in the Lord-Lieutenant’s place in the event of a vacancy in the office.
The Vice Lord-Lieutenant is not empowered to act for the Lord-Lieutenant as Keeper of the Rolls (of Magistrates) and the Lord Chancellor will make such other arrangements as may be necessary.
The age of retirement for Vice Lord-Lieutenants is, as for Lord-Lieutenants, 75.

Deputy Lieutenants

The Lord-Lieutenant may appoint Deputy Lieutenants within an establishment figure that is determined by the population of the County.  This establishment is the maximum that may be appointed, whether so many are appointed is entirely at the discretion of the Lord-Lieutenant.
Deputy Lieutenants are appointed by the Lord-Lieutenant, subject only to Her Majesty not disapproving of the granting of the commission.
The qualifications for Deputy Lieutenants as set out in the Lieutenancies Act mean that a person may be appointed a Deputy Lieutenant if:
(a) He or she is shown to have rendered appropriate service: such service includes service as a member of, or in a civil capacity in connection with, the Armed Forces, and other suitable public service; and
(b) He or she has a place of residence in, or within seven miles from the boundary of the County.
Deputy Lieutenants when appointed are entitled to use the post nominal letters DL.  There are no post nominal letters for a Vice Lord-Lieutenant.
Deputy Lieutenants should not remain on the active establishment of Deputy Lieutenants beyond their 75th birthday, or 10 years in post, whichever is the later, or if they cease to be able or willing to undertake Lieutenancy duties.
A Deputy Lieutenant who leaves the active establishment may be permitted by the Lord-Lieutenant to retain the use of the letters DL and to wear the authorised uniform on appropriate occasions.  In Leicestershire such Deputy Lieutenants are included in a retired list which is separate from the active establishment.
