Organisation groups for community use of libraries

Group 1: Associated Use

No Charge
  1. County Councillors' Surgeries;
  2. Use by organisations whose accommodation is funded by LLS
  3. Use by voluntary organisations to provide public advice and consultation;
  4. Use by voluntary organisations and other non profit making bodies to provide classes and other activities at no charge to the public:
    • to support lifelong learning, reading or literacy
    • for the study of local and family history
  5. Where the public area of the library is used (rather than a separate room) by a non profit making organisation for a purpose which is in alignment with the County Council's Corporate Objectives;
  6. Where use is initiated by or is in partnership with LLS.

Group 2: Community Use

Preferential Rate
Criteria for Inclusion: Organisations must be -
  • non-profit making
  • community orientated, supporting the needs of individuals and groups in relation to: lifelong learning; health; social welfare; citizenship; economic well-being; the environment; culture; religion; recreation; personal development.
Use within this Group would include:
  1. Clubs, societies and other local groups;
  2. Government, local government and other official bodies;
  3. MPs' surgeries;
  4. Voluntary and other non-profit making organisations for any use which falls outside of Group 1;
  5. Charities and other organisations for fundraising activities. Except where an admission fee is charged - Group 3 applies.
  6. Use by voluntary organisations and other non profit making bodies to provide classes and other activities for which a charge is made.

Group 3: Commercial, Fund Raising, Social or Similar Activities

Standard Rate
  1. All performances (music, drama etc), festivals and exhibitions which are open to the public and for which an admission charge is made (excluding library initiated activities);
  2. Social activities of any organisation ( except racialist organisations-) irrespective of Grouping;
  3. All other use of libraries by profit making organisations and other bodies where there is no specific approval for free use or preferential rates.

All Groups: Additional notes

  1. A charge will be made for any additional staffing/caretaking costs incurred.
  2. The County Council does not allow organisations having racialist policies to hire County Council owned buildings.
  3. For use of premises by County Councillors during elections refer to Guidance Note for Members.
