LLITM - Leicester and Leicestershire Integrated Transport Model

Over 100 people attended the LLITM launch seminar held on the 11th May 2011 where they found out about the LLITM and its different components, what it can be used for and how to apply to use the model through the new Transport Modelling and Planning Services Framework.
A number of presentations were given through the day from a general overview of the model and how third parties can use it, to technical presentations by the consultants who developed each of the computer programmes that make up the LLITM. These being;
  • Highway Supply Model
  • Public Transport Supply Model
  • Demand Model
  • Land Use Model
  • EASE and the User Interface

LLITM and its components

LLITM is a new computer-based programme, which can predict what will happen if we change something to the road or transport network in Leicester and Leicestershire. Data is fed into the model and it tells us what will happen for example, to traffic patterns if we built a new bypass, a new bus station or make changes to bus fares. LLITM is made up of five different computer programmes (see diagram below) which can be run together or independently depending on the type of policy or scheme you are testing.

Transport models are very important. The evidence helps us to make informed decisions on how the money is spent and also secure Government funding for major schemes. Recent examples of this include the Earl Shilton Bypass and the Enderby Park & Ride.
LLITM is needed because although there are models for urban central Leicestershire and some county towns like Loughborough and Ashby, we do not have one which can account for transport impacts across the whole county.  In addition because LLITM also includes a land use model it can show the full effect on the county roads, rail and bus services of large housing developments.

What LLITM can be used for?

Over the next 20 years, thousands more houses will be built across the county to meet the demands of a growing population. Building houses in one town will affect travel to Leicester and other towns and may impact large areas of the county transport network. LLITM can help in planning sustainable locations where housing and employment should be located to minimise this impact.
It is increasingly important when looking at proposed housing growth and transport infrastructure to assess the environmental impacts. LLITM has a comprehensive environmental analysis package which can provide invaluable information on the affects on air quality, noise and CO2 emissions of the proposals.
