Oadby, A6, Leicester Road

Bus and cycle improvements.

Latest Update December 2009

Work on the bus / cycle scheme is expected to be be complete in the week commencing 14th December 2009, improving journey times for buses and making possible a more punctual and reliable bus service. Cycle users, particularly less confident riders, will feel less exposed on the new off-road cycling facilities than sharing the road with general traffic, whilst more confident cyclists can advantage of the new bus / taxi / cycle lane.
Once the works are finished the Experimental Traffic Regulation Order will come into force, and Members of the public will have a six-month period ending 31st May 2010 to register comments and objections to the scheme.
They will be able to do this by:
  • Writing to the County Solicitor - details can be found from the Experimental Orders part of the website by following this link
  • e-mail to tsd@leics.gov.uk
  • contacting Mike Adey on 0116 305 8139

Update August 2009

A report detailing the consultation feeback both positive and negative, was considered by County Councillors at the Cabinet meeting on 28th July 2009. The scheme was approved for implementation including advertisment of the 24 hour bus lane experimental Traffic Regulation Order.
With reference to the proposed bus lane in view of the level of concerns over the the 24 hour operation of the proposed bus lane, it is proposed to implement an experimental traffic regulation order rather than a permanant order. This enables the effects on traffic and local residents to be gauged before making a final decision on a permanant order.
The experimental order notice will be advertised on site and in the press, and the order documents placed on deposit. There will be a six month period during which members of the public can register objections, and the scheme adjusted and reassessed as necessary. If the experimental scheme is found to be unsuccessful, it can be brought into force unaltered or amended at the end of the six month period.
As part of the constuction of the bus and cycle scheme opportunity is being made to undertake resurfacing works along this stretch of the A6. This should minimise both the amount of abortive work and inconvenience to residents. Local residents fronting the scheme will be notified before start of works.
Work on site is expected to begin early September 2009 lasting until mid November, although this will not include the red surfacing for the bus lane at this stage.

Update April 2009

The consultation period for the proposals has now ended.
We have received a lot of feedback, both positive and negative, covering many different aspects of the proposal. We are now considering all of the comments and suggestions made, with a view to identifying how the proposal should proceed.

Background

The Leicestershire Local Transport Plan (LTP),2006-2011. contains commitments to help tackle congestion by investing in improvements to a number of Quality Bus corridors along the main routes into Leicester, including the A6.
Nearly 40% of the bus journey time in the morning rush hour on the A6 travelling towards Leicester between the Asda junction and Granville Avenue in Oadby is made up of delays due to queuing south of Palmerston Way.
As a further means of tackling congestion, the LTP also proposes extensions to the cycle route network, including the A6 corridor.
The County Council has therefore included bus and cycle improvements on the A6 between the Asda junction at Oadby and the Glebe Road junction north of the Racecourse roundabout in the construction programme for 2008/09.

The Proposals

To enable the scheme objectives to be met, the bus improvements will be implemented in a number of phases.
The first phase, shown on the plan consists of a 24 hour bus lane commencing prior to the junction of the A6 Leicester Road with Oadby Hill Drive, to a point just before the filling station north of the Racecourse roundabout.
The bus lane will run in the existing service road, and there will be a break on the approach to the Racecourse roundabout. There will be only a small amount of construction work, to remove the footway buildout immediately north of Granville Avenue and slightly widen the main road near the junction with Oadby Hill Drive and north of the Racecourse roundabout.
An off road cycle track improvement is proposed between Glebe Road and the Asda junction on the outbound side of the A6 Leicester Road, and between Lyndon Drive and the Racecourse roundabout on the inbound side.
There is to be a Toucan crossing - serving both pedestrians and cyclists - at the Asda junction to complement the existing Toucan at Stoughton Drive South, and suitable widening throughout the existing footway.
Further phases of the bus corridor scheme will involve improvements at the Racecourse roundabout and at the junctions of the A6 with Stoughton Drive South, Brabazon Road and The Parade. It is anticipated that these works will take place in 2009/10, following further consultation
