Junction 21 Area Improvements

Scheme update

October 2008 - Work completed on the B582 at the Whetstone Transfer Station Junction.

Work is underway on the B582 Enderby Road corridor in Whetstone, this scheme forms part of the first phase of a £1.5M programme of road improvements to ease traffic flow in the busy M1 Junction 21 area.
Road users travelling along the B582 Enderby Road in Whetstone are now reaping the benefits of changes to the road layout which required months of road works to complete.
New traffic signals at the Transfer Station junction are helping drivers to make their turning movements safe in the knowledge that gaps in the traffic will be provided. Pedestrians and cyclists also have their own times to cross the busy B582 road at a Toucan crossing. Using the junction is a much less stressful experience.
In addition, works to help traffic move along the B582 in Whetstone at the Grange Business Park junction, Victoria Road cross roads and Trinity Road junction are underway.
The improvements to the Foxhunter Roundabout remain as programmed for the main construction to start in the New Year. Some road works undertaken by the utility companies, such as BT are happening now to make sure the road is ready for the main alterations to take place in January 2009.
This first phase of schemes is programmed to be completed before the Enderby Park & Ride scheme comes into operation in 2009. A second phase of schemes will start with environmental works on the Narborough Road South followed by improvements at the ASDA and Everards roundabouts.

The Schemes

The schemes include more traffic lanes, extra cycle lanes and improved pedestrian crossings, the improvements are designed to complement the new Enderby park and ride facility due to be built near Fosse Park and aim to ease growing pressure on the highway network in the M1 Junction 21 area.
The five schemes are described below, the locations of which are shown on the following plan:

a) B582 Enderby Road/ Whetstone Transfer Station Access - Junction Improvement

The completed improvements have been designed to reduce peak hour congestion, improve accessibility, and include the following measures:
  • The introduction of traffic signals to manage the traffic movements more effectively and efficiently at the junction reducing the delays currently experienced by main road traffic giving way to the side road traffic
  • Additional B582 dedicated left and right hand turn lanes approaching the junction to improve capacity and provide better access for traffic to the transfer station.
  • An additional exit lane from the transfer station to improve capacity for traffic exiting the side road, will assist transfer station's operation in busy periods
  • The introduction of pedestrian and cycle facilities at the junction to improve accessibility for non-car modes to the transfer station and industrial units

b) B582 Enderby Road Corridor Improvements

B582 Enderby Road
The ongoing improvements have been designed to reduce peak hour congestion, improve accessibility, and include the following measures:
  • Localised carriageway widening to allow vehicles to pass right turners at the Grange Business Park and Trinity Road (Whetstone) junctions
  • Left turn only out of Woodyard Lane
  • Extension of the right turn lane on Enderby Road into Victoria Road requiring the relocation of the existing pedestrian refuge
  • Improvements to pedestrian crossing facilities between the Grange Business Park and Woodyard Lane
  • Investigation into extending the existing cycle route between the Whetstone Transfer Station Access and Victoria Road

c) Foxhunter Roundabout Junction/B582 Blaby Road Improvements

The £1million proposal is designed to reduce congestion, improve accessibility, safety, and includes the following measures:
  • Widening approaches to the roundabout providing additional lanes. This will provide extra traffic capacity on the roundabout approach arms.
  • Provision of extra lanes on roundabout itself by removing some of the existing central island. This will provide space for additional lanes and improve traffic capacity on the roundabout.
  • Extending the two-to-one merge lane on the B582 Blaby Road eastbound roundabout exit. This will provide extra traffic capacity on the roundabout exit for merging traffic.
  • Renewed pedestrian crossing facilities on Blaby Road (east) and Leicester Road, bringing these facilities up to current standards.
  • Converting existing signalised pedestrian crossing facilities on Blaby Road (west) and St. Johns into toucan crossings, to improve cycle facilities through the junction.
  • Revised traffic signal timings to optimise junction capacity and to reflect the new lane & crossing arrangements.
  • Improved pedestrian/cycle crossing points on Blaby Road (east).
  • Provision of additional cycle routes to link with existing routes through the area.
  • Proposed right turn ban for vehicles exiting Lime Tree Road to simplify turning movements and minimise potential conflicts at this location.

d) A5460 Narborough Road South Environmental Improvements

A5460 Narborough Road South
The proposed improvements are designed to reduce the environmental impact of the high traffic volumes using the corridor.

e) ASDA and Everards Roundabout Junction Improvements

Improvements to lane markings and signing to help traffic flow and improve safety.
