Construction of the
scheme started on 22nd February 2006 and is expected to be complete by mid May 2006. The opportunity
has also been taken to combine the scheme with scheduled resurfacing work.

All comments received
from the public consultation have been carefully considered by the local County Councillor and Lead
Member for Highways and a modified scheme has now been approved for construction.

Background
Following an in-depth accident study along the route, a casualty reduction scheme
is now proposed. There have been several reported personal injury accidents on the route in recent years
most of which have involved inappropriate vehicle speed. The proposed scheme is designed to reduce vehicle
speeds and address the dominant accident types recorded in the accident study. In conjunction with transport
objectives supported through the Local Transport Plan, the opportunity is also being taken to improve
facilties for all road users particularly pedestrians and cyclists.
The Proposals
The scheme includes a package of measures to improve road safety and includes the
reduction of southbound carriageway lanes to one, which would allow the provision of:
- Right hand turn lanes
- Marked parking bays
- On-carriageway advisory cycle lane
- Improved crossing facilities
The other
major part of these proposals are:
- Traffic signals with pedestrian crossing facilities at the
junctions of Carlton Drive and Highfields Drive
As a consequence
of these proposals it may be necessary to introduce some lengths of double yellow lines to keep the
area around the side road junctions and proposed traffic signals clear of parked vehicles.
Scheme Objectives
The Scheme has been designed to:
- Reduce traffic accidents
- Ensure better compliance with the 30 mph speed limit
- Make turning manoeuvres safer
- Improve pedestrian and cycling facilities
Public
Consultation
A public exhibition showing the proposals was held at the Leicester Stage Hotel
on 12th July 2005. In addition a leaflet drop, posters and newspaper adverts and editorial were used
to publicise the scheme proposals.
The exhibition was very well attended with an estimated 350 people through the doors.
Somewhere in the region of 160 responses were received from the general public as a consequence of the
consultation.
The formal consultation period ended on 29th July 2005.
Staff from Leicestershire County Council are currently investigating all issues
raised as a result. The outcome of these investigations will be included in a report to County Councillors
in due course, who will then decide how the scheme should progress.
What Happens Next?
The final outcome of the consultations will be posted on the website, together with
the proposed construction start date and duration of works, if approved.
