Proposed new traffic signals

Background

The junction of B582 Station Road/ Pullman Road and entrance to Wigston Leisure Centre is located west of Wigston Town Centre and is subject to over 1500 pedestrian and cycle movements daily between 7am and 7pm.  A proposal to introduce traffic signals at the junction was originally promoted by Oadby and Wigston Borough Council (as former highway agents) to address road safety problems at the existing mini-roundabout and improve crossing facilities for pedestrians and cyclists. Upon cessation of agency powers the scheme was adopted by the County Council.
As the proposal would entail the loss of on street parking facilities in Pullman Road to the particular detriment of local residents, the County Council, in an effort to mitigate the impact, made an offer to provide a new publicly maintainable access road for vehicle parking along the joint rear boundaries of Pullman Road (Nos. 3-29 incl.) and Orchards Drive (2-28 incl).
However, the full support of all affected residents could not be secured and as a consequence the formal offer was withdrawn. Following the abandonment of the rear access road, officers resubmitted proposals with some parking on the east side of Pullman Road retained to provide a compromise for adjacent properties. Nevertheless this design is subject to the operation of the scheme following completion and as such an experimental order will be made. Should the design prove successful proposed parking restrictions will be retained.
The scheme has become increasingly urgent, because of the wish to improve cycle and pedestrian access to adjacent schools and because of the additional traffic generated with the opening in South Wigston of a Tesco superstore.

Scheme Objectives

  1. To improve the traffic accident record at this junction.
  2. To provide improved facilities for pedestrians and cyclists including a safer route to Guthlaxton College and Bushloe / Abington High Schools.
  3. To mitigate the impact of traffic on the local network by the new Tesco store.

The Proposals

  • Removal of existing mini roundabout.
  • Installation of traffic signals with integrated pedestrian and cycle crossing facilities.

Consultation

Consultation with the emergency services, locally elected members, user groups and adjacent property owners took place between June 2006 and October 2006 via a letter drop and a scheme update newsletter.
The scheme was approved by Cabinet on 16th January 2007.

What happens next

Subject to weather, works are anticipated to start on 8th February 2007 and last for up to 14 weeks.  For safety reasons some of the works will be carried out using temporary traffic lights, with Pullman Road operating one-way away from Station Road.
To minimise disruption further, works will be carried out between the hours of 9.30am to 3.00pm Monday to Friday, except during school holidays.  Work will also occur on Saturdays and planned road closures are scheduled for at least 4 Sundays nearing the end of the job in order to lay new carriageway surfacing.  Diversion signing will be in place throughout the duration of the work.
