Proposed Toucan Crossing, Zebra Crossing & Shared Used Footway / Cycle Track
Background
Loughborough has been specifically identified in the Leicestershire Local Transport Plan 2006-2011 for substantial investment to improve the existing cycling networks in the town. As part of this programme it is now proposed to undertake works in the vicinity of the school complex on Thorpe Hill, Loughborough.
Following the introduction of traffic calming measures on Thorpe Hill in the 1990s, vehicle speeds have been greatly reduced, however accidents involving school children continue to occur from time to time. At the present time the Burleigh Way cycle track crosses Thorpe Hill via a humped priority narrowing, which has been the site of a pedestrian accident. In addition, there have been several injury accidents involving young cyclists on Schofield Road.
Proposals
The proposed scheme includes the replacement of the concrete slabs on the existing footway on either side of Schofield Road and parts of Thorpe Hill with a tarmac construction. The path will also be widened to enable it to become a shared use track for both pedestrians and cyclists. The replacement of the slabbed footway and the introduction of flush kerbs will not only aid these vulnerable groups but also disabled users. The replacement of the humped priority narrowing with a toucan crossing on a speed table will greatly improve conditions for pedestrians, cyclists and be of significant benefit to disabled users. The speed table will maintain the current speed restraint. The proposed zebra crossing on an existing speed table at the northern end of Thorpe Hill will formalise the existing main pedestrian crossing point outside Garendon High School.

Scheme Objectives
Children walking and cycling to school will benefit from the following...
- Improved facilties at controlled crossings.
- Cycle links to the many schools.
Results of Consultation
Consultations took place in September 2006 and over 90% of respondents were in support of the scheme.
Full details of the consultation have been reported to County Councillors and they support the implementation of the scheme, which has subsequently been approved.
