This scheme was substantially complete on 31 March 2007.  These works included the construction of the signalized junction of Radmoor Road with Ashby Road, footway widening and pedestrian refuge.

Background

The current scheme to improve pedestrian facilities along Ashby Road, between Epinal Way and the town centre, has pulled together many smaller schemes including elements that have been funded to mitigate various developments in the area. Personal injury accident records show that pedestrian and cyclist related accidents are occurring on a regular basis and therefore the measures proposed have been developed with a view to addressing these accidents.

The Proposals

The proposals briefly comprise footway widening on various parts of the route, junction realignments to improve crossing facilities for pedestrians, vehicle speed reducing measures to encourage more use of the existing cycle lanes and a signal controlled junction to provide greater accessibility for cyclists and pedestrians to local amenities.

Vehicle Activated Signs (VAS)

These are electronic signs, which indicate a symbol and/or road safety message when activated by vehicles considered to be travelling at an inappropriate speed. As part of this scheme two of these signs have already been installed on Ashby Road and these display a 30mph speed limit symbol which alternates with a safety camera symbol. Loughborough University generously funded these two signs in advance of the main scheme.

Junction Realignments

The aim of these proposed realignments is to improve crossing facilities for pedestrians by reducing the width of the carriageway where they cross. This is further enhanced by the provision of tactile paving which will aid the visually impaired. Junction realignments also have the added benefit of improving visibility for drivers joining the main road and reducing the speed of those entering the junction.

Traffic Signalised Junction

The aim of the proposed signalised junction at Radmoor Road/Storer Road is to provide improved pedestrian/cyclist facilities at this key focal point along Ashby Road.

Virtual Cycle Lanes (VCL’s)

VCL’s consist of cycle symbol markings painted on the carriageway at 50m intervals on alternate sides of the road. As well as highlighting to cyclists where they should ride, these have the added benefit of giving the carriageway a narrower appearance thus, having an affect on vehicle speeds. These have been developed in Worcester and have proved successful in increasing drivers’ awareness of cyclists.

Other measures

Other measures proposed include provision of raised kerbing at bus stops to make getting on and off the new low floor vehicles easier and safer for passengers and bollards at various junctions to discourage large vehicles from mounting the footway. There will also be general improvements to the signing and lining in the area.

  • To improve road safety for vulnerable road users in particular, pedestrians and cyclists
  • To reduce the impact of traffic
  • To reduce vehicle speeds

The Plans

Comments and Public Exhibition

An exhibition was held at St Peters Community Centre, Storer Road, Loughborough on Saturday 21st January 2006 between 10am and 3pm.
Staff from Leicestershire County Council were on hand to discuss details of the scheme and answer any questions which people had.
The closing date for comments was 24th February 2006.
If you were one of many people who commented on the proposals, thank you for taking the time to do so.  All comments received which related to the proposed scheme were considered by Members and the scheme was approved for construction on 6th July 2006.
