The villagewide scheme is now substantially complete and post scheme monitoring is underway.  Initial surveys are showing that vehicle speeds are being significantly reduced.  There are still issues regarding congestion on Station Street and High Street, however, problems seem to be easing as the scheme is beginning to work as intended.
As with any scheme of this nature there is going to be a settling in period, however, for the scheme to achieve its aims it is important that parking does not take place on the particularly narrow sections of road immediately fronting the surgery and near to the Co-op.  With this in mind please try not to park on this narrow section of road and whenever possible please use the free yet underused car park off School Road.  If poor parking habits continue to cause problems for passing vehicles then it may well be the case that yellow line parking restrictions are introduced at certain locations.
There will be a Community Feedback Survey carried out in Kibworth Beauchamp and Kibworth Harcourt during early February 2007.  We would be grateful if you could comment on the overall scheme as part of that consultation.

Background

As you will be aware from previous publicity, various measures have been proposed to address road safety issues in the village. You may have been one of the many who attended the public exhibitions last September, or who visited the display in the library in April. The scheme which has been proposed includes the introduction of speed reducing measures on the faster approaches to the village.  Also modifications to kerblines in the village centre are aimed at both deterring footway parking and reducing congestion caused by indiscriminately parked vehicles, particularly near the Doctors Surgery and the shops on High Street.

Public Feedback

Many comments have been received from the consultation process. If you have commented, thank you for doing so.The vast majority of those who commented generally support the scheme, however, all issues raised have now been fully considered  by County Councillors.

It is hoped that the scheme now approved will achieve a balance in the village where its effect is noticeable, but not overbearing. Whilst it has not been possible to accommodate all the suggestions made, the following points should be noted:-

Parking Restrictions

In the light of the forthcoming changes to the way parking restrictions are enforced it has been decided not to introduce any new restrictions at this time. The situation will be monitored and if necessary new restrictions will be considered at a later date.

Bollards and Parking Bays

In an attempt to regulate parking patterns in the village centre advisory parking bays will be provided and bollards installed to deter parking on footways where this practice is most prevalent.
When visiting premises in the village please endeavour to use the parking bays or the free car park off School Road.  A regular turnover of on-street parking space will benefit local shopkeepers and businesses.  Safer footway areas will make for a much improved environment for pedestrians, which should encourage more to walk to the village centre.

Speed Cushions

Speed cushions have a proven record of reducing vehicle speeds, however, some concerns have been expressed over the effect these will have on cyclists, nearby residents, and indeed discomfort caused to vehicle occupants.  It is not anticipated that such problems will occur provided that drivers pass the cushions at an appropriate speed and exercise due consideration to other road users.
