Does everybody have to re-apply for a new badge when their old one expires, even if they have had several previous badges over the years?Yes, new applications should be completed in every case. See How to Apply for more information.
If applicants do not qualify automatically then they must get their GP's support again (unless otherwise instructed). This will enable the GP to assess whether the condition has changed in any way. See Who Can Apply for more information.

No. Badges are only issued where a condition or disability is permanent. Temporary conditions, such as a broken leg or conditions where the effect of a disability is intermittent in nature are not usually eligible for a blue badge. See Who Can Apply for more information.
The Blue Badge Scheme came into operation on 1 April 2000 and replaced the Orange Badge Scheme that had been in operation since 1 December 1971.
The Blue Badge Scheme extended the previous arrangements by introducing a standard design of parking badges across all European Union states.
The scheme replaces parking cards/badges of various sizes and shapes on issue to disabled people across Europe. See The Department for Transport website for more information.
