Tradesperson Parking
Leicestershire County Council do not issue permits to allow tradespersons to park on streets where a parking and/or loading restriction is in force.
However, loading and unloading is allowed in a restricted waiting area, ie on single or double yellow lines, unless there is a loading restriction in force also. A loading restriction will be evident by the presence of yellow marks on the kerb. The times of the loading restriction are indicated on a nearby black and white plate.
Where a property is on a street covered by a waiting restriction, it is expected that the tradesperson will unload all tools and materials required for the job before moving their vehicle in order to park it legally. Similarly, on completion of the job the vehicle may again be parked temporarily on the restriction whilst it is re-loaded.
There are exemptions from these restrictions. If a vehicle is actively in use in connection with building, industrial or demolition operations then parking is allowed, as long as the vehicle does not cause an undue obstruction to passing traffic. Please note that the vehicle must be seen to be in continuous use for these exemptions to apply. Any vehicle parked in a restricted waiting area that is not in continuous use will be liable to be served a Penalty Charge Notice (‘Ticket’).
In a limited waiting bay within a residents’ parking scheme, a tradesperson may park for an unlimited time provided that the vehicle is displaying a valid visitor’s permit for the zone supplied by the resident of the property. It is the responsibility of the tradesperson to ensure that provision for the supply of a visitor’s permit is made with the property owner before work commences. Neither Leicestershire County Council nor its Agents may supply residents’ parking visitor passes directly to tradespersons.
