Criteria for the introduction residents' parking

Residents' preferential parking is designed to help residents park close to their homes by limiting long term parking for non-residents. It is usually set up in areas where there is pressure on daytime parking, for example around stations, shopping areas, schools/universities and business/industrial areas.
Residents' parking does not reserve places exclusively for permit holders, but permit holders may park without restriction in the resident parking bays provided in any of the streets within their designated zone.
The majority of zones also allow non permit holders to park for a limited period of time, usually between 30 minutes and two hours.  Most of the schemes operate only during the working day.
Introduction of residents' parking may be considered if the following conditions are satisfied:-
  • At least 50% of the properties affected have no off street parking facility.
  • There is sufficient on road space to allow at least one vehicle per household for those who wish to participate in the scheme.
  • Residents are unable to park because at least 40% of available kerb space is occupied by non-residents during the normal working day, usually commuters near a town centre or factory premises, who should be using alternative parking that is provided.
Leicestershire County Council is responsible for the implementation of all residents' parking.  
Before residents' parking is implemented there is an extensive process to complete including consultation with residents and local councils.
