All Council officers are expected to fully comply with parking regulations, preferential treatment will not be given to Council vehicles, or Council officers using their own vehicle for business purposes:
  • Parking on Yellow Lines: Generally no dispensation will be given to allow staff to park on yellow lines except where allowance is made by exemption in the Traffic Regulation Orders (TRO). Failure to comply with the TRO will result in a PCN being issued and pursued.
  • Parking in District & Borough Operated Public Car Parks: Staff parking in District & Borough operated public car parks must fully comply with the parking regulations. Staff must comply with the restrictions by purchasing a pay and display ticket or displaying a valid visitor’s permit. Failure to comply with any of the foregoing will result in a PCN being issued and pursued.
  • Parking in Residential Parking Areas: Staff parking in residential parking areas must fully comply with the parking regulations. Failure to comply with the parking regulations will result in a PCN being issued and pursued.
  • Request for Cancellation of Penalty Charge Notice (PCN): This will only be considered in case of emergency and must be supported by written confirmation from the relative Head of Service. Staff challenges to PCNs must be made in writing to the Notice Processing Centre, PO Box 8633, Leicester LE19 9AZ.
