Framework Agreement for the Construction of Civil Engineering Works (including waste infrastructure).IntroductionThe purpose of this Pre-Qualification Questionnaire (PQQ) is to enable Leicestershire County Council (LCC) to assess the legality/eligibility, economic and financial standing and technical ability of organisations that have responded to its notice placed in the Official Journal of the European Union (OJEU) and accordingly to shortlist those organisations it wishes to invite to tender.
BackgroundThe scope of the Framework Agreement is for the construction of civil engineering works, including waste infrastructure.
It is anticipated that the primary source of work under the Framework Agreement will be the construction, or re-construction, of waste infrastructure and in particular Civic Amenity sites (otherwise referred to as Recycling and Household Waste Sites in this PQQ) and associated works. The LCC Waste Management Group intends to carry out these works on a number of sites located across the County of Leicestershire. It is estimated that the works under this Framework will cost up to £6million. The scope of works includes general civil engineering works and the construction of small buildings on each site.
There is a possibility that on some of the sites the contractor will be expected to deal with land contamination prior to commencing the works, where this may be the case the successful contractor will be expected to appoint a suitable sub-contractor to deal with the contamination.
This Framework Agreement will not be limited to the construction of Civic Amenity sites and it is envisaged that other civil engineering works may be procured either by LCC or other Public Authorities in the East Midlands. However, LCC cannot guarantee the participation of any other public bodies nor the scope or value of any works carried out under the Framework Agreement.
It is intended that the Framework will be let for a period of four years.
