Permit to Tip Household Waste
Temporary permits
Temporary permits can be applied for online once you have obtained a user name and password, or they can be applied for over the phone.
To obtain a user name and password please contact the Customer Service Centre at customerservices@leics.gov.uk. Please provide the following details: Title, First Name & Last Name, home address and your e-mail address. We will then email you with your log on details.
Please note that permits cannot be applied for online between 11.00pm and 12.00am each day.
If you wish to apply by telephone, or you encounter any IT issues when applying for a permit, please contact the Customer Service Centre on 0116 305 0001.
Temporary permits are required for all vans, commercial vehicles and cars with trailers equal to or in excess of four foot six in length (from the front board to the back board). The permit is valid for one site only and for a period of 8 days.
The following details are required to obtain a temporary permit –
- Your name
- Your address (this should be where the waste is coming from)
- The vehicle make, model, registration number and details of any sign writing the vehicle may have. If a hire vehicle is being used the name of the hire company will be required.
- The Recycling and Household Waste Site that you wish to use (only one site can be requested)
- The number of visits required (up to a maximum of four)
- The types of waste that you wish to take to the site
- The date which you would like the permit to start on
- Whether you require delivery by post or whether you would like to collect the permit from a designated library or County Hall service desk.
There are various types of temporary permits depending on the type of waste that you wish to dispose of –
Temporary Garden and household waste including restricted items
A temporary permit is required for the disposal of general green and household waste and can be disposed of at any of the fourteen Recycling and Household Waste Sites. This permit also covers a variety of restricted waste types including construction and demolition waste and items that were previously fitted to the house. The restrictions are as follows –
- Kitchen units – 10
- Kitchen sink – 1
- Kitchen worktop – 3
- Doors – 4
- Radiators – 4
- Windows – 4
- Bathroom suite – 1
- Bath – 1
- Sink – 1
- Toilet – 1
- Shower unit – 1
- Bidet – 1
- Water tank – 1
- Bedroom suite – 1
- Bedroom fitted units – 4
- DIY waste – 6x 25kg bags – this includes plasterboard and soil/turf
- TV/Computer monitor – 4
- Wooden shed – 1
- Fire surround – 4
- Fridge – 2
- Freezer – 2
- Fridge/freezer – 2 – 2 in total combination of fridge, freezer and fridge/freezer
- Glass greenhouse – 1
- Boiler – 1
- Plastic /iron sheets – 25 sheets
Temporary Asbestos permits
Household cement bonded asbestos that has been removed by the householder can be disposed of at five of the County Council sites –
- Coalville
- Kibworth
- Melton
- Mountsorrel
- Whetstone
Please note that due to redevelopment work being carried out at Whetstone delays may be experienced and customers are advised to use an alternative site if possible. The construction of the new site is due to take approximately eight months.
There is a limit on the amount of household asbestos that can be taken to the site in any 12 month period as follows –
25 sheets or bags or a combination of both
10 lengths of guttering
1 water tank
Small pieces of asbestos should be bagged in clear plastic bags (available from builder's merchants and DIY shops) before taking to the RHWS. Larger pieces and sheets do not require sheeting but if you choose to do so clear plastic should be used.
No other types of asbestos can be accepted at the sites.
All of the above temporary permits can be posted to your home via first class post, collected from County Hall reception or collected at one of the libraries listed below –

- Blaby
- Coalville
- Hinckley
- Loughborough
- Lutterworth
- Market Harborough - Miller's House Library
- Melton
- Wigston
Long term permits
Long Term permits can be applied for online or by application form.
To obtain a user name and password please contact the Customer Service Centre at customerservices@leics.gov.uk. Please provide the following details: Title, First Name & Last Name, home address and your e-mail address. We will then email you with your log on details.

Long Term permits are required with any sort of van, or a car with a trailer over 4’ 6” in length (from the front board to the back board). The only items that can be disposed of on a long term permit are green and household waste. Only one long term permit is permitted per household, per vehicle and per person.
Long Term permits expire on the 31st October each year, however if throughout the year the vehicle or the address details change please call the Customer Service Centre on 0116 305 0001 for a replacement.
Long term permits are sent out in the second class post only and unfortunately cannot be collected from libraries.
Temporary Chemical permits
Chemical permits are available for small amounts of household chemicals to be taken to Labwaste in Hinckley and are valid for eight days. No petrol, diesel, anti freeze and brake fluid is accepted. Examples of acceptable waste chemicals include –
- Acids
- Garden chemicals (including creosote and weed killer)
- General household chemicals
- Mercury
- Oven cleaner
- Paraffin
- Thinners/white spirit
Chemical permits are sent out in the first class post only and unfortunately cannot be collected from the libraries. The address for Labwaste is Unit 23, Jacknell Road, Hinckley, Leicestershire, LE10 3BS and the opening hours at the site are 9am until 4.30pm Monday to Friday.
