Statement of Community InvolvementThe Leicestershire Minerals and Waste Development FrameworkUnder the new system of Development Plans introduced by the Planning and Compulsory Purchase Act 2004, the County Council has to prepare Minerals and Waste Development Frameworks (MWDF). These replace the existing Minerals and Waste Local Plans, and set out how the County Council will plan for the future provision of minerals and how facilities for the management of waste produced in the County will be catered for. The waste framework is being prepared jointly with Leicester City Council.
The Statement of Community InvolvementA key element of the planning reforms is greater public engagement within the planning process, leading to increased community involvement during the early stages of bringing forward development plans such as the MWDF and in determining planning applications.
The Statement of Community Involvement (SCI) sets out the County Council’s policy for involving the community in the preparation and revision of the MWDF and planning applications. The main thrust of the SCI is to involve the community at an early stage in the preparation of the MWDF to achieve some degree of ownership and legitimacy for the policies that will shape future minerals and waste planning.
The Council submitted the SCI to the Secretary of State on 16th June 2006 and undertook a six week consultation on the 'soundness' of the document between 16th June and 28th July 2006. The SCI was considered by an inspector at an independent examination and the County Council received the final inspector's report on 11th December 2006 (the report by John Mattocks and the covering letter are available below). Minor textual changes were made to the document which was then approved by the Council's Cabinet on 16th January 2007 and formally adopted on 26th January 2007. The adopted version of the SCI is available below. A hard copy of the adopted SCI is available to view at any county library and service shop.
