The Leicestershire Minerals and Waste Development Scheme
The Planning and Compulsory Purchase Act 2004 has introduced a requirement on the County Council to produce Minerals and Waste Development Frameworks for the County to replace the existing Minerals and Waste Local Plans.
The first step of this new process requires the County Council to produce a Minerals and Waste Development Scheme (MWDS). The Scheme’s purpose is to inform the public of the Council’s programme to produce the Frameworks in their area over the next 3 years, and explain at what stages the public can expect to be involved in the planning process. The MWDS will be reviewed annually and rolled forward. The performance of the County Council in achieving the Scheme’s timetable will be monitored by Government.
The Scheme sets out what documents the Council will be producing to replace the existing Minerals and Waste Local Plans. The new planning system requires development frameworks, consisting of a portfolio of documents to be produced. The MWDS sets out the role of each document and the dates for reaching the various stages in the documents preparation, including the expected final adoption dates.
The Scheme explains how the new Minerals and Waste Development Frameworks will relate to other plans, such as the Regional Spatial Strategy and the district council produced local development frameworks. Also, how existing Structure Plan and Minerals and Waste Local Plan policies will be saved until the new Mineral and Waste Development Frameworks are adopted.

However, since the production of this scheme it has become apparent that the Council cannot produce the documents at the published timescales. A report went to the County Council's Cabinet on 27th July 2010 which resolved the following:
(a) That the timetable for preparing and taking the Site Allocations document of the Leicestershire and Leicester Waste Development Framework through the formal stages of pre-submission consultation, submission and examination before formal adoption by the County Council be approved.
(b) That it be noted that further work on preparing the Minerals Site Allocations document of the Leicestershire Minerals Development Framework will not take place until a report is brought back to the Cabinet advising on the process for updating the aggregates sub-regional apportionments and how they will be used to inform the Minerals Site Allocations document preparation and whether a partial review of the Minerals Core Strategy is required before work on a Site Allocations document can recommence.

The latest Minerals and Waste Development Scheme became effective on 27th April 2007.
