SUMMARY OF MINUTES OF THE BUILDING RISK MANAGEMENT GROUP

MEETING HELD IN THE GOSCOTE COMMITTEE ROOM ON FRIDAY 28TH JANUARY 2005 AT 10.00AM

These were received from Peter Bradshaw, Kevin Hall, Tim Moss and Stephen Steel.  Anthea Baker has sent her apologies and Dan Szymanski attended in her place.

5.3 The Electrical Engineers have now put the information together about automatic alarms so that prioritisation could take place.  
5.5 Brookvale High School – the school is set against security fencing here although members of the group who have seen the site feel that fencing would help control some of the problems.

Risk Management Projects
KS had made some enquiries about the cost of upgrading a digital communicator to Red Care.  It was decided that KS should talk to BA to establish 25-30 sites where linkage of the system should be a priority.  Prioritisation would take place according to the existing state of intruder and fire detection.
 
4.2 KS presented his report.  He reported that Countesthorpe Nursery School would be unlikely to achieve planning permission in this financial year and it was agreed that this should be taken out and earmarked for the next financial year.  It was agreed that the design of the gates would need pursuing with Planners.

Possible projects were being considered at Langmoor and Little Bowden Primary School where KS and DS would look at fencing.  
4.5 For Community Services KS has a list of libraries and museums where Red Care and auto detection might be fitted.  
4.6 At Fleckney Library a limited fencing scheme was now proposed  because of the need to safely access the car park.  Planning permission would now not be approved until the end of March and KS was hoping to organise a contractor to be immediately available for the end of March to complete the work in this financial year.

The bollards at Snibston.  These were OK but he needed to check with SS that these were still required, bearing in mind that the major works to windows would not be going ahead.
Overall it was likely that there would be another £7,000 unspent at the moment. It was decided that alarm links would be commissioned as necessary from this amount.

Risk Management Report
RL introduced his report.  There was some discussion about the proposed project to look at response to intruder and fire alarm activations.  DA suggested that the imminent risk evaluation exercise should be used to obtain information about current arrangements.  It was also mentioned that ESPO should be contacted eventually about the contract terms.

Overview of Surveys
JA had carried out 15 surveys of high schools in the Leicestershire area last June and he had analysed the results to see what the main issues were.
Out of the 15:-
4 had fire detectors without a link in the alarm system.
9 needed additional detectors.
8 had inappropriate storage.
8 had inappropriate external waste provision.
5 had poor intruder alarm response arrangements.
When asked for an example of the better than average risk he mentioned Welland Park High School at Market Harborough.

Website
Many members of the group had been able to access the website.  BV mentioned that the Police and Fire Service had put together a fire and security risk assessment for individual use and that could be put on the website for individuals to print out.

Fire Service Response to Alarms
Because TV was unable to attend the meeting, this item was carried forward to the next meeting.

Any Other Business
RB raised a question about the role of Youth Centres in reducing crime and vandalism.  The old Glenfield library had been suggested as a possible Youth Centre and he wondered what the Police view was of this.  BV was positive about the proposed use in that a Youth Centre was a useful place to move teenagers onto off the street.  In addition, he felt would be beneficial for teenagers who didn’t want to stay in at home to have somewhere to go to.
DE mentioned that in Coalville, teenagers used to congregate on the Coalville Family Centre site and he had used CCTV to deter them there.
 
9.3 Bids for projects for next year should be with RB by the end of March 2005 ready for the next meeting. ALL
