Fairness

All schools could see how resources were allocated.

Form-filling

The new system made payments to schools based on central records reducing school bureaucracy around these payments to zero.

Flexibility

Schools could use the resources delegated to them to meet pupil need in flexible, innovative ways They could use the resource early, to avoid problems escalating to the point that a statement was needed.

Finance

Better budget management could be exercised. Resources for special needs continued to increase but in a controlled and planned way.
