Delegation of Resources for Special Educational Needs to Mainstream Schools

How The Formula Works

The formula includes the following factors:
  • The number of pupils in the school
  • Their level of prior attainment
  • Their advantage / disadvantage
The pupil count in January provides pupil numbers for the following year's budgets. Prior attainment uses the results from the previous key stage assessments. Disadvantage is measured using the index of multiple deprivation, based on the home post codes of each pupil in the school.
Schools therefore receive more money if they have more pupils, if those pupils have a lower level of prior attainment, or if the pupils are more disadvantaged.
For the discussion of the factors that are used around the country and a broader discussion of SEN delegation see The Management of SEN Expenditure, DfES 2004 (Word doc, 750kb)
For the detailed account of how the formula factors are calculated, see the SEN Delegation Funding Flow Chart 2007-2008 (PDF, 46kb).
