Dave Armstrong - Deputy Head of Finance, Resources Dept
Dave chairs the Building Risk Management Group. This is part of his wider role in developing Risk Management within the Council and also links with his responsibilities for the Insurance and Internal Audit functions in the Resources Department. The Resources Department consists of three services, Finance, Property and Information Technology, which provide support to the front line service Departments.
As chairman of the Group, David’s main role is to ensure that the needs of all Departments are fairly considered and the limited budget available to the Group for risk reduction work is used to address the highest priority problem areas that are identified through risk assessments.

Bob Athroll - Education Premises Unit
The Education Department supports schools and colleges in providing a safe and secure environment for pupils, staff and visitors. We can offer advice on possible security solutions including fencing, CCTV, locks and a range of other measures. Funding for security work is through individual school’s Devolved Formula Capital Grants, although small grants are sometimes available in certain circumstances.

Dan Szymanski - Community Services
Dan is a Planning Officer in the Planning Group involved in pre-application discussions, determination of planning applications and monitoring for compliance with conditions for applications submitted on behalf of County Council service departments ranging from fencing and minor works to new schools.

David Everett - Social Services
David is responsible for the management of the Social Services Department’s buildings and property assets, at present consisting of 66 units. He manages the department’s repair and maintenance budget and capital building programme and is therefore directly involved in safety, security and building risk issues. He also manages the Adaptations Service (including the Technician and Handypersons services) which enables people with disabilities to live in their own homes.

Kevin Shaw - Property Services, Resources Department
Kevin works in the Building Maintenance section of Property Services and assists the Managing Building Surveyor in the programming of maintenance/adaptation projects for various client departments (Education, Social Services, Community Services) together with undertaking large/complex projects himself. He also acts as Link Surveyor and provides specialist professional support/advice to LCC Departments.

David Marshall-Rowan - Insurance Section, Corporate Resources Department
Christine is the Insurance Manager responsible for the insurance of all County Council properties. As well as liaising with insurers over claims, we need to assure Insurers that proactive risk management is carried out by the council. Insurers regularly survey premises and require improvements to be carried out. Christine liaises with departments to ensure that these requirements are met. She can also provide access to security or risk reduction advice from a number of sources.

PC Brian Voss - Force Crime Reduction Officer, Leicestershire Police
Brian role is to reduce crime and the fear of crime. He is the Force lead for CCTV. He can comment on plans to design out crime at the build stage for premises. He can provide links to area crime prevention officers to carry out surveys and provide realistic, reasonable and cost commensurate crime reduction advice.

Jack Ashworth - Loss Control Surveyor, Zurich Municipal
Jack is the loss control surveyor for Zurich Municipal, the council’s property insurers. Jack surveys over a wide geographical area and is able to report on fire and security risk reduction measures that have been successfully tried and tested by Zurich Municipal policyholders countrywide.

Rae Leah - Security & Risk Consultant, Atkinson Leah, Chartered Building Surveyors
Rae has been involved with Risk Management in Leicestershire for over 10 years firstly employed by the Council and now as an independent consultant offering expert advice to the Buildings Risk Management Group and client departments. Typical instructions involve advising schools and colleges on the security of their premises in the form of detailed advice within a strategic framework. Rae is also involved with the ongoing programme of Fire Risk Assessments to all Council Buildings.

Richard Bowler - Property Services, Resources Department
Richard is the Council’s property risk management advisor as well as being a senior surveyor in the Building Maintenance section of Property Services. He gives advice on security issues in respect of building related matters and will liaise with appropriate experts within Property Services. He also monitors the progress of works being carried out that are funded from the Buildings Risk Management Group budget.

Graham Read - Client & Technical Support, Education Department
Graham works from Abington House, Wigston and deals with all types of development works involving site security, fencing, landscape and building security. He also deals with sites following emergencies such as fire, flood and vandalism.

Peter Bradshaw - Administration & Office Services Manager, Highways, Transport & Waste Management
Peter is responsible for the facilities management within the HT&WM Department and is the first point of contact for any security issues or risk management initiatives within the Department.

Tim Moss - Head of Fire Protection Group, Leicestershire Fire & Rescue Service
Tim is responsible for the management of Fire Safety Enforcement, Statutory Fire Safety Consultations, Fire Safety Consultations in accordance with local agreements, Operational Intelligence Gathering Inspections. In addition he is a tactical manager of operational incidents. He gives goodwill advice on matters relating to fire to the community with respect to Life Safety (community and fire-fighter), Property Protection ( heritage etc) Preservation of Contents and Operational Continuity (commercial and community). He is also responsible for effective liaison with external agencies, enforcing authorities and other interested parties.
