Elective Home Education

Welcome to the pages offering advice to parents who are considering educating their child or children out of school.
The 1996 Education Act makes clear it is the responsibility of a child’s parents or carers to ensure that they receive a full time education suitable to their age, ability or aptitude and to any special educational needs they may have, by regular attendance at school or otherwise.
Most parents/carers choose to send their children to school to fulfil their responsibility, but attendance at school is not the compulsory way to provide education for a child. A small minority of people elect to educate their children out of the mainstream system. Leicestershire County Council respects the right of these parents/carers to educate their children at home.
Leicestershire County Council believes that:
  • Every child has the right to education that is appropriate to their age, ability and aptitude and any special educational needs they may have.
  • Parents/carers have the responsibility to ensure that their child is properly educated and Leicestershire respects their right to choose to educate their child at home according to their ideological, philosophical or religious views and beliefs.
  • The home based education of a child or children is a full time commitment of time, patience and energy and is not a decision to be entered into lightly.
  • It is important to promote an open dialogue with parents who choose to educate their children in this way and the County Council. To enable this the Council employs a Home Education Officer who will make informal enquiries to determine if a child is receiving a full time education, suitable to their age ability and aptitude and any special needs they may have.
  • All children, wherever they are educated, have to right to achieve the Every Child Matters outcomes:
    • Be healthy
    • Stay safe
    • Enjoy and achieve
    • Make a positive contribution
    • Achieve economic well being

What to do if you wish to educate your child/children out of school

If, after due consideration, you decide to withdraw your child/children from school, you need to write to the school’s head informing them of your decision and ask them to delete your child/children’s name from the register. (See the model letter in the Council’s Policy on Elective Home Education, section 8.0, Appendix 2.) The school will inform the Access and Welfare Service and the Home Education Officer will make arrangements to meet you.
