Single Funding Formula

During the Summer Term 2009 the Early Learning and Childcare Service entered into consultation with early years providers and representatives around the implementation of a Single Funding Formula (SFF).
This initiative was due to be implemented April 2010 with the emphasis being to promote high quality, flexible childcare. Leicestershire County Council were tasked with identifying a clear, transparent formula which supported both the Private,Voluntary and Independent (PVI) and maintained sector.
Since the consultation took place at the latter end of the Autumn Term 2009, the government have issued further guidance around the implementation of the SFF. Due to the volume of concern raised from local authorities, private and maintained sectors and early years representatives, the decision was taken to postpone the implementation until April 2011.
Local authorities were invited to join a pilot group if they wished to continue to implement the formula, however in response to concerns raised from Leicestershire's early years providers the decision was taken to use the opportunity to under go further consultation and to work along side the early years sector in preparing providers for the implementation of the SFF in April 2011.
