Environment Strategy Action Plan Progress

September 2004 – March 2006


Outcome A:To increase participation in implementation of the Environment Strategy throughout Leicestershire County Council
  • County Green newsletter circulated to all Councillors and employees every quarter
  • County Green Team (corporate environment group) Terms of Reference and meeting agendas and minutes available on County Council’s intranet
  • Bi-annual progress report made available to all Councillors and employees via intranet
  • Fairtrade promotions Christmas 05 and during Fairtrade Fortnight during 2005 and 2006.  Products made available through tea bars and staff shop
  • 26 Green Flag holding EcoSchools in Leicestershire with a further 17 actively supported through the programme
  • 24 Green Flags awarded in Leicestershire since March 04, 50% of these are first time flag winners
  • Regular meetings of environmental education providers across Leicestershire to share information, support networking and provide links with the Local Education Authority
  • Environmental Action for a Better Leicestershire (ENABLE) Climate Change Strategy circulated to all schools as a teaching resource
Outcome B:  To ensure staff receive the necessary support in the implementation of the Strategy
  • Leaflet developed for inclusion in staff induction pack
  • Environmental information included in recruitment packs
  • Presentation developed for Community Services Department induction training
Outcome C:  To minimise waste and increase the percentage of recycling from Leicestershire County Council sites
  • A waste audit of County Hall site has been completed.  Action plan to be developed and implemented during 2006/07
  • Recycled paper adopted as the default option for all jobs at Central Print
Outcome D:  To achieve improved environmental performance through ensuring staff are better informed of the environmental impact of potential purchasing decisions
  • Collaboration and research carried out with other authorities in the Eastern Shires Purchasing Organisation
  • Environmental Purchasing Policy and Guidelines to be developed in 2006/07
  • Set of Quick Win environmental products developed for e-procurement pilot in Community Services
Outcome E:  To help tackle climate change by:
a)  Increasing energy efficiency across the County Council estates
b)  Increasing the proportion of our energy demand met by renewable sources
c)  Reducing our greenhouse gas emissions
d)  Achieving improved efficiency of water use by setting and achieving targets for water consumption reduction
  • Energy audit of current corporate position and practice completed for County Council.  Action plan to be developed 2006/07
  • Energy audits completed with some schools
  • Wood pellet heating installed in Morse Cottage at Beaumanor Hall for the development of an eco-education resource
  • All targets from the County Hall Travel Plan achieved
  • Car sharing scheme up and running
  • Star-trak bus information available from County Hall reception
  • Cycle mileage rate introduced
  • Sustainability and renewable energy integrated into the design of new schools
  • Green electricity purchased for approximately 65% of total consumption
Outcome F:  To improve biodiversity through increasing the number of Biodiversity Action Plan (BAP) priority habitats on Leicestershire County Council sites
  • Wildflower plug planting carried out at County Hall
  • Preliminary wildlife audit completed
  • Detailed survey and action plan to be developed 2006/07
Outcome G:  To demonstrate environmental benefits for the community by promoting good environmental practice
  • Environmental policy statement displayed in all key locations
  • Environmental awareness notices posted at County Hall
