Minerals and Waste Development Framework

Introduction

The Minerals and Waste Development Framework will set out the County Councils spatial strategy for future minerals and waste development. The Framework will also detail the consultation procedures that the County Council will undertake when fulfilling its planning functions, together with the timetable for the preparation and adoption of new minerals and waste policy documents. As the new documents emerge existing Mineral Local Plan and Waste Local Plan will be replaced.

The Minerals and Waste Development Framework Documents

The Minerals and Waste Development Framework will contain several development plan documents including a Core Strategy; a suite of Development Control Policies; Site Specific Allocations and Policies; and an illustrative Proposals Map.

Consultation and Engagement

A key aim of the Government Planning reforms is for greater public and stakeholder involvement in the planning process. As a result the County Council is preparing a Statement of Community Involvement which will set out how local communities and all stakeholders will be involved from the outset and throughout the preparation of the Minerals and Waste Development Framework and during the determination of planning applications.

Sustainability Appraisal and Environmental Assessment

The planning reforms require that the preparation of local development documents are to be subject to sustainability appraisal. This is a integral process to the preparation of documents to assess any potential social, environmental, and economic effects and to ensure policies reflect sustainable development principles . Incorporated with this process the County Council will also conduct an environmental assessment in accordance with European Directive Requirement.

The Timing of the Minerals and Waste Development Framework Preparation

The progress of producing the Minerals and Waste Development Framework documents is contained in the Local Development Scheme of which the new version became effective on 27th April 2007. The Local development Scheme provides a brief description of all local development documents to be prepared, explains the relationship between existing and new documents and sets out a planned timetable with milestones for the preparation of the new Minerals and Waste Development Framework documents.
The Council ran its consultation on its Preferred Options version of the Minerals and Waste Development Frameworks documents between 25th August 2006 and 6th October 2006.  A re-consultation on the core strategy of the Preferred Options took place between 19th October 2007 till 5pm on 30th November 2007.    

Latest Consultation

The Core Strategy and Development Control Polices documents were submitted to the Secretary of State for examination.  Consultation on the documents took place between the 23rd June 2008 and 4th August 2008.  Following the consultation the documents will be examined by an inspector.  Electronic versions of the Development Plan Documents are available via the Minerals and Waste Development Framework links below.  Sustainability Appraisal Reports can also be found via the Sustainability Appraisal link below.
The programming of the Site Allocations document has now been separated from the Core Strategy document with the submission of the former not taking place until the Core Strategy has been adopted.  A re-consultation on the Site Allocations documents is expected in the latter stages of 2009.
