Leicestershire’s Local Transport Plan 3

On April 1st 2011 we published Leicestershire’s third Local Transport Plan (LTP3) which sets out how we, as the transport authority, will seek to ensure that transport continues to play its important role in helping Leicestershire to continue to be a prosperous, safe and attractive County. LTP3 consists of a number of separate, but inter-linked documents.
Our LTP3 long-term transport strategy sets out our vision for transport to 2026 and provides a framework for how we will manage and develop the county's transport system in the future.
In the interest of cost savings and efficiency LTP3 will generally only be published in electronic format as below. For people who do not have access to a computer LTP3 can be accessed using free internet facilities at libraries. Hard (paper) copies of LTP3 can also be made available on request. A fee of £40.00 will be charged to cover production and postage costs. CDs of LTP3 can also be made available on request at a cost of £10.50 each. Foreword, Preamble and Executive summary (pdf 3.4MB)
The first chapter of our long-term transport strategy outlines our long-term vision for transport in Leicestershire and provides details of the context in which LTP3 has been prepared. It also provides details of how the rest of our long-term transport strategy is structured, and provides an outline of our performance monitoring framework.
This chapter helps to set the scene for our long-term transport strategy by providing a description of Leicestershire and summarising the wider issues and challenges that the County faces, and that we therefore need to consider when developing our long-term transport strategy.
This chapter helps to further set the scene for our long-term transport strategy by firstly describing Leicestershire’s transport system, and secondly assessing how our transport system is currently performing.
This chapter sets out our response to the issues and challenges identified in Chapters 2 and 3. It presents the long-term strategic transport goals we have set ourselves to realise our vision, the long-term strategic outcomes we want our strategy to deliver for the people of Leicestershire and the broad areas of activity around which our LTP3 efforts will be grouped. It also introduces the strategic principles that we have put in place to govern the overall approach that we take to delivering our strategy.
This chapter describes the importance of transport in supporting economic growth and looks in detail at the Leicester and Leicestershires economy and its key transport links. It also identifies the issues on which our approach to supporting the economy and population growth will focus and sets out our approach to tackling these issues.
Chapter 6: Encouraging active and sustainable travel (pdf 4.11MB)
This chapter reviews the strategic drivers influencing the role that encouraging more active and sustainable travel will play in our transport strategy. After looking briefly at what we achieved in LTP2, it identifies the issues and challenges we will need to tackle if we are to encourage more active and sustainable travel and sets out our approach to tackling these issues.
The focus of this chapter is on how our transport system can help to play a part in promoting social inclusion and equality. It looks briefly at how we sought to improve accessibility during LTP2 before setting out our LTP3 approach to improving connectivity and accessibility.
Chapter 8: Improving road safety (pdf 4.74MB)
This chapter looks in detail at the progress we have made in reducing road casualties in Leicestershire, identifies the issues on which our approach to improving road safety in LTP3 will need to focus and sets out the approach we will take to tackling these issues.
This chapter looks in detail at the progress we have made in managing and maintaining the condition of our transport system and sets out how we will continue to do this in LTP3.
This chapter summarises the key issues in respect of how travel and transport can impact on our lives and the environment and highlights how, through other elements of our long-term transport strategy, we are seeking to minimise the impact of our transport system on quality of life in Leicestershire.
Chapter 11: Turning our strategy into reality (pdf 2.01MB)
This chapter sets out the link between our long-term transport strategy and our LTP3 Implementation Plan. It describes the context for our first Implementation Plan, and describes how we will develop future versions of our Implementation Plan.
The LTP3 long-term Strategy is supported by rolling three year Implementation Plans, which contain the annual Capital Programme. The Implementation Plans mark a transition in our approach from our second LTP (LTP2) to LTP3, and set out how the outcomes required from our long-term Strategy will be delivered over a rolling three-year period. Our suite of LTP3 documents also includes:
- LTP3 Performance Indicator (PI) Set. (PDF 36 kb) This is the set of performance indicators we will use to demonstrate whether we are achieving the long-term goals set out in LTP3, and the shorter term actions set out in our LTP3 Implementation Plan.
- LTP3 Strategic Environmental Assessment (SEA).(PDF 88KB) The LTP3 Strategic Environmental Assessment (SEA) is a systematic, comprehensive and iterative process which has assessed the environmental effects, both negative and positive, of the strategy.
- LTP3 Equality Impact Assessment (EqIA) (PDF 63KB) This equality assessment concentrates on the development of LTP3 and how it affects various equality groups. Individual schemes will be assessed through their own delivery area equality impact assessments e.g. public transport and integrated transport.
- Leicestershire Transport Asset Management Plan (TAMP). TAMP intends to identify the best maintenance practices to minimise the cost of the County's transport assets.
- Leicestershire Rights of Way Improvement Plan .The plan considers how best to manage and develop the Rights of Way network in the County for the next 5 years.
- The 6Cs Design Guide (6CsDG) The 6CsDG is a design guide that sets out road and transport requirements for new development. It covers a range of scales, from new housing and industrial estates through to much smaller developments, such as a single new house.
To develop our LTP3, we gathered extensive evidence and information on Leicestershire and its current transport system, this is available at LTP3 Sources of Evidence.
